Summary




Develops and manages the project management plan including project definition, scope, charter, dependencies, IT implications, schedule, deliverables, and resource requirements. Develops high-level and detailed business requirements and statements of work for both IT and vendors that are approved by business managers. Plans, develops and documents test cases, test scenarios and acceptance criteria to verify and validate business needs and expectations. Manages and performs user acceptance testing and evaluates, verifies and validates test results. Communicates identified defects to IT and manages their correction and verification. Manages monthly system enhancement releases and facilitates prioritization meetings.Partners with IT to align deliverables and resources. Acts as a liaison between the business and IT within project scope, for the duration of the project. Manages any vendor relationship utilized to delivery projects. Provides excellent customer service for both employee/internal customers and those individual outside of NRECA, such as cooperative members, vendors, etc. Reports to - Director, Systems Implementation, Insurance & Financial Services

In collaboration with strategic business partners, the Sr. Project Manager/Business Analyst combines technology innovation with business process excellence to maximize the effectiveness, flexibility and affordability of NRECA's employee benefits administration business and supporting computer systems. It coordinates, manages, and directs a team of business, marketing, vendor management office and information technology resources who are responsible and accountable for implementing changes both process and functional while following the Systems Development Life Cycle (SDLC) and Business Process Management (BPM) methodology and standards. Requirements and Qualifications




Education and Certification RequirementsBS/BA in Business Administration, Management Science, Computer Science or a related field.Project Management Professional Certification (PMP) or Certified Business Analysis Professional certification (CBAP), preferred or commit to obtain either certification within 2 years, required.Industry training in at least one field (project management, business analysis, business process management, or testing).Certified Employee Benefit Specialist certification (CEBS), preferredExperience Requirements10-15 years of relevant business analyst, business process management, testing or project management experience, requiredand preferably in an employee benefits administration, insurance or related environment. Experience working with customers in eliciting and documenting the business case, business requirements, documenting business processes, creating user acceptance test plans, performing independent testing, and capturing test results.Experience managing and delivering large technology-related projects within given budgetary and time constraints.Experience using Agile methodolgy, preferred.Experience working within a standard Software Development Life Cycle (SDLC). Knowledge, Skills, and Abilities RequirementsNegotiating and strategic thinking skills, combined with self-motivation and a high level of energy and enthusiasm. Excellent verbal and written communication skills with the ability to communicate effectively with technical and non-technical audiences and with C-level and front-line staff.Proficient in MS Windows and Office application suite and preferrably including MS Project.AmericansDisability Act (ADA) Requirements1. The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures, viewing a computer screen and extensive reading.2.
