Job Description


Calling adult learning experts! The Department of Transportation's Motor Vehicle Division has a new and exciting opportunity. We are seeking candidates to fill our newest training specialist position.


This position is a lead role in the Education and Information Unit; responsible for directing and implementing a comprehensive program of continuing education and training for over 500 driver and identification services staff, including county treasurer staff engaged in credential issuance services under Chapter 321M for Iowa's 2.2 million driver's license holders and over 800 county treasurer staff who process vehicle title and registration applications for over 4 million registered vehicles in the state.


Responsibilities:



+ Develop and implement statewide training plan for all Motor Vehicle Division employees as well as all county treasurers performing driver's license and identification issuance and vehicle titling and registration.


+ Plan, design and develop learning strategies and solutions, including training courses, seminars, ad hoc trainings, and other educational activities to meet identified needs.


+ Direct course schedules, training calendars, and coordination of course presentations to include department subject matter experts, management, external agencies/partners; identify opportunities for vendor delivered training, if appropriate.


+ Plan and determine course concepts, course objectives and delivery format based upon organizational needs, best practices and leadership objectives; identify opportunities for blended learning, including computer-based and online learning, where appropriate.


+ Take the lead for all Requests for Proposal (RFP) processes to acquire vendors for training needs.


+ Administer review of internal training guides, manuals, and resources to ensure they remain accurate, up?to?date, and complete, inclusive of customer service strategies, principles, and best practices are incorporated.


+ Facilitate and conduct training in person, at various locations, or on line via recording or live webinar.


+ Professionally represent the department at meetings, events, and conferences and present/deliver department messages and information to varied audiences.


+ Conducting needs analysis, researching best practices, and engaging staff to obtain a thorough understanding of organizational needs.


+ Apply adult learning theory and principles in developing instructional materials for a variety of delivery methods.


+ Provide effective consultation and customer service to stakeholders and develop strong, trusting relationships to achieve best results.



Shift: 8:00 AM - 4:30 PM, flex optional


Travel: some travel required


Minimum Qualification Requirements


Graduation from an accredited four year college or university and experience equal to three years full-time work in one or a combination of the following areas:



+ Professional training, teaching or counseling experience in an educational setting;


+ Professional personnel administration including such areas as job analysis, performance appraisal system, selection devices or labor relations;


+ Professional experience in a major technical program area utilized by the employing agency;



OR


a combination of education and experience to total seven years, substituting experience equal to one year of full-time qualifying work for each thirty semester hours of qualifying coursework;


OR


a combination of education and experience to total seven years, substituting thirty semester hours of graduate coursework for each year of qualifying experience;


OR


employees with current, continuous experience in the state executive branch that includes experience equal to twelve months of full time work as a Training Specialist 1;


OR


employees with current, continuous experience in the state executive branch that includes experience equal to six years' full-time qualifying work.
